The panel is structural, so what matters is the standard of the repair rather than the fact that one was done. Welding that distorts the boot floor, the inner arch or a rear seat belt mounting is a genuine safety problem. Use a workshop that will show you the joins before they are sealed and painted.
Why does the paint never seem to match on this panel?
It is a long panel running straight into the door and the boot lid, so the eye compares all three at once in sunlight. Blending into the neighbouring panels matters more here than almost anywhere else on the car, because a hard edge at the door shut line will always show.
Is the right quarter panel the same as the left one?
No, they are handed. Beyond the obvious mirroring, the filler neck housing, the tail lamp mounting and the boot channel pressing differ from side to side. Check which side your fuel filler sits on before ordering, because that alone changes which panel you need.
